New York City has been ranked as the country’s most “livable” city for people under 35, surpassing 100 of the most populous cities in the country, according to Vocativ’s 2014 “Livability Index.” The city stole the trophy from last year’s holder: Portland.

What do developers do when their condominiums remain vacant? They turn them into luxury rentals, of course. At least, that’s what developers across the country decided to do during the recession. When the recession hit, foreclosure was one of the most feared words, leading to a hike in the number of people choosing to rent, which triggered higher monthly rents.

Now, the Wall Street Journal reports, landlords are moving in the other direction, converting their rentals into condos, indicating recovery in the sales market. Tenants are even going out of their way to ask landlords if they can buy their apartments.

September Rental Report: Manhattan Slows; Brooklyn Grows

The latest report is in, and according to Elliman, the median manhattan rental price finally decreased for the first time since June 2011. The median rent for an apartment in Manhattan slipped 3.1% from the same month last year, down to $3,095 per month in September. The numbers weren’t straight across the board, however. In year-over-year numbers, there was a slight price decline in studio and one-bedroom apartments, while there was an increase in price for two- and three-bedroom apartments.

It seems New Yorkers are on the right track. Back in 2010, the risk of default for renters applying for apartments was at a mundane 98 for 2 bedroom apartments, and close to 99 for 1 bedroom apartments. Being as numbers below 100 increases the risk of default for applicants, New Yorkers were in a position - financially - of having property managers more readily deny their applications. According to CoreLogic, in a short two year period this risk of default has dramatically changed.

The report has several implications for the Manhattan market, beginning with the fact that in New York City, average rents are now at $2,935 per month, 1.7% more than last quarter.

The order has been issued down from a state Supreme Court judge to name a receiver to oversee the restoration and renovation of the Manhattan rental building. Attorney Bradley Marks will take up this role of receiver, officially gaining the responsibility of overseeing the restoration projects set to take place.
